In 2016 UNESCO  launched a Global Alliance to Monitoring Learning (GAML). Questions about what and how to teach children and young people are the most important in the global educational agenda. Given the fact that 4th Sustainable Development Goal calls for the creation of conditions for inclusive high-quality and equal education for all by 2030, 5 of the 10 goal’s indicators aim to measure  educational outcomes. To date the lack of comparative data leads to the fact that even in matters of basic education the measurement of the goal progress occurs only at the country level. As a result we lack global information.

GAML is aimed at supporting global efforts of countries to effectively measure the learning outcomes and to use this information to reach the 4th Goal. This initiative will help to create a strong bond between the evaluators, policy makers, donors and civil society. Such linkages are badly needed to collect valid and comparable information that helps to improve education. In an attempt to create such connection the best way is to gather interested people together to discuss the challenges and possible solutions.

To attract specialists to work within GAML, UNESCO announces the creation of working groups (Technical Task Forces – TTF). Experts on evaluation of the quality of education with considerable experience  wishing to contribute to work on the 4th Goal are invited to participate in TTF.

Thematic areas of TTF in accordance with 4th Goal indicators:

4.1 proportion achieving at least a minimum proficiency level in reading and mathematics

4.2 the percent of children under age five developmentally on track

4.3 percentage of youth/adults who have achieved at least a minimum level of proficiency in digital literacy skills
4.6 percentage of the population in a given age group achieving at least a fixed level of proficiency in functional  literacy and  numeracy skills

4.7 percentage of students by age group (or education level) showing adequate understanding of issues relating to global citizenship and sustainability

Data Quality Assurance Framework (DQAF)
